On 14 July 2021, the European Commission adopted a broad set of proposals to make the EU’s climate, energy, transport and taxation policies fit for reducing net greenhouse gas emissions by at least 55% by 2030, compared to 1990 levels. Achieving these emission reductions in the next decade is crucial to Europe becoming the world’s first climate-neutral continent by 2050 and making the European Green Deal a reality.
With these proposals, the Commission is presenting the legislative tools to deliver on the targets agreed in the European Climate Law and fundamentally transform our economy and society for a fair, green and prosperous future.
EU supports major energy infrastructure projects called projects of common interest (PCIs). They help countries work together to develop state of the art energy networks that are better interconnected and can assure access for all to safe, sustainable and affordable energy.

The EU Energy System Integration Strategy will profoundly reform the European energy system. We are designing a more efficient and integrated system that links energy sources and infrastructure to support decarbonisation and build a climate neutral EU by 2050. It will help to build modern infrastructure, make European industry more sustainable and competitive, create jobs, and provide clean energy for citizens.
For the next long-term EU budget 2021-2027, the Commission is proposing €100 billion for research and innovation. A new programme – Horizon Europe – will build on the achievements and success of the previous research and innovation programme (Horizon 2020) and keep the EU at the forefront of global research and innovation. EU Missions, a new overarching concept stemming from research and innovation but going beyond, to help tackle some of the biggest challenges we face today (green and digital transition, cancer). Solar fuels could play a key role in decarbonising our energy systems in transport, heating and cooling our buildings, and in industrial processes. Significant investments in R&I and a strong carbon priced are needed to spur the development of solar fuel value chains worldwide.
